Fed officials differ on whether more easing needed

CHICAGO (Reuters) - Top Federal Reserve officials differed on whether the U.S. central bank needs to be more aggressive in spurring economic growth, indicating another round of easing is far from certain.

Chicago Federal Reserve Bank President Charles Evans, one of the U.S. central bank's strongest advocates for further monetary policy easing, said Wednesday he is flummoxed by the Fed's timidity in the face of high unemployment and low inflation.

However, his colleague, Atlanta Fed leader Dennis Lockhart, said the Fed would only need to act further if the economy took a turn for the worse or if Europe's simmering debt crisis boils over.

"I don't think the conditions have developed that require us to bring out bigger guns quite yet," Lockhart said in an interview with Nightly Business Report.

Lockhart, who unlike Evans wields a vote this year on the Fed's policy-setting panel, said policymakers' most recent action, extending a program swapping shorter-term bonds it owns for longer-term ones to push down longer-term interest rates, serves to maintain the right level of help for the weak recovery.

An escalation of problems in Europe, a sudden slowing of U.S. economic growth, a spike in job layoffs, or the risk of a deflationary spiral might be triggers for more Fed action that could include another round of bond buying, Lockhart said.

"If the circumstances call for it, more stimulus could be provided," he said.

The Atlanta Fed president's stance is as at the mid-point of Fed views that range from reluctance to further expand the central bank's underpinning of the modest recovery to those such as Evans who think more aggressive steps are urgently needed.

The Fed cut rates to near zero in December 2008 and has bought $2.3 trillion in bonds to pull the economy out of recession and spur an acceleration in growth. At its policy-setting meeting last week, Fed officials sharply slashed their gross domestic product forecasts for 2012 and 2013 and marked down the outlook for inflation.

Those changes to the U.S. central bank's summary of economic projections, suggest progress on its twin goals of full employment and stable prices is slowing if not stalled.

Instead of reacting with a new round of bond buying to boost jobs, the Fed took the much more modest step of adding six months to an existing program, known as Operation Twist, that is aimed at lowering long-term interest rates.

"I think if you look at our projections ... it's hard to understand why we wouldn't be willing to do more because the inflation outlook is lower than our objective," Evans told a small group of reporters at the Chicago Fed headquarters.

With unemployment at the "completely unacceptable" level of 8.2 percent and inflation set to fall, the Fed should be ramping up even more its already significant level of accommodation, Evans said. Extending Operation Twist is better than nothing, he said, but is likely to reduce 10-year Treasury yields by only about a tenth of a percent.

Although the Fed said in January it will take a "balanced approach" to meeting its goals, Evans suggested Wednesday the central bank should allow a bit more inflation in the pursuit of higher employment.

"I don't think we've clarified what we mean by ?balanced approach' at all," said Evans, who grimaced at times as he described an economy close to stall speed and faced with risks from Europe's crisis and elsewhere.

"I think that a balanced approach means I'd be willing to undertake accommodative policies at some risk of increased inflation - it's below our target - at some risk of increasing it above that by some amount," he said. "How much? How much? That's a fair question. We are not offering very much in delineating that."

The Fed last week kept its guidance that rates will stay low until at least late 2014, tying policy to the calendar in a fashion that virtually no Fed policymaker appears to support wholeheartedly.

Evans, for his part, said the Fed needs to provide more clarity around that guidance, and reiterated his view the central bank should promise to keep rates low until unemployment falls to 7 percent, or inflation threatens to rise above 3 percent.

It should also be clearer about how far inflation would need to deviate from the Fed's 2 percent inflation target, either above or below, before setting off alarm bells, he said.

Yet Evans suggested the Fed's communications sub-committee, of which he is a member, is not close to providing additional refinements to its current guidance.

"We are trying to understand the implications of what we've put in place, and whether or not there are simple enhancements, or alternative enhancements, that could improve things," he said.

Before committing to further quantitative easing, the Fed last week appeared to want to give European policymakers a chance to stabilize the crisis-stricken euro zone, warning of "significant downside risks to the economic outlook," including Europe's sovereign debt crisis.

Fed Chairman Ben Bernanke also said he was watching to see if jobs data might improve before unleashing any new round of bond purchases.

JPMorgan Bails Out Junius Fund - Zacks Investment Research

JPMorgan Chase & Co. (JPM - Analyst Report) is set to bail out its cash-strapped Junius Real Estate Partners Fund by investing $110 million as the initial capital. This move was necessitated after the fund failed to generate adequate capital amidst tough financial backdrop.

In early 2011, JPMorgan?s asset management division had launched Junius Fund to earn good returns by focusing on identification and execution of new investment opportunities through a strong investment team backed by the solid infrastructure of the company?s asset management division. Currently, the fund is developing properties worth $465 million. These properties include a resort in Virginia, an equestrian farm, along with a shopping mall in Chicago and investments in an Ohio-based hotel chain

Prior to the recent crisis, several firms supplied capital to their real estate funds to keep them well-poised to execute any new investment opportunity that comes along. However, with crashing of the real estate market and the stringent regulatory landscape, the banks have become cautious of perilous investments. Moreover, in such a tough economic scenario, wary investors do not want to jeopardize their money by investing in a relatively inexperienced fund. Consequently, JPMorgan had to announce the slowdown in its efforts of building the $750 million fund.

With Junius in dearth of sufficient funds, the parent company had to pitch in for the rescue effort. JPMorgan?s plans to invest $110 million of capital may not comply with the Volcker rule. The rule suggests that banks should not invest more than 3% into their own funds. However, some solicitors are of the opinion that JPMorgan will unlikely be in trouble because the fund operates as a non-conventional real estate fund, and as a result does not fall within the purview of the rule.

The real estate market is not booming as it did prior to the crisis. This has prompted several big organizations to reduce their activities in this arena. Banking giant Citigroup, Inc.(C - Analyst Report) vended its real estate fund to Apollo Global Management, LLC (APO - Snapshot Report). Other big names like Morgan Stanley (MS - Analyst Report) have initiated new funds, but with a relatively lower target.

Conclusion

JPMorgan?s efforts to keep the fund balanced are credible. The company hired some of the prominent faces of the real estate world to manage the fund. Moreover, it was ready to provide 3% of the fund?s capital requirement and had supported it strongly through its flagship asset management division. However, with the sluggish economic recovery, especially the real estate market showing no signs of betterment, the fund was in danger of running into trouble. Therefore, we believe that JPMorgan?s rescue effort is justified.

Currently, JPMorgan retains a Zacks #4 Rank, which translates into a short-term Sell rating. Considering the fundamentals, we also maintain our long-term Neutral recommendation on the stock.

(AP) ? On the afternoon of April 29, 1992, after a harrowing three-month trial of four police officers in the Rodney King beating case, jurors sent word that they had reached verdicts.

I was apprehensive as I entered the courtroom with other reporters. The verdict was being televised and we knew the announcement would surely be the biggest story of the day. But we could not know how big.

When the clerk's voice rang out with the verdicts ? four counts not guilty and one deadlock ? there was a collective gasp of astonishment in the courtroom.

I remember shouts of dismay from the audience and then the reporter seated next to me said in a matter-of-fact voice: "I guess we'll have to go cover the riots now."

Little did she know that within minutes, violence would be breaking out at Florence and Normandie Avenues about 40 miles away in Los Angeles. Before long, the city would be a war zone.

By the time I had finished filing my verdict story, roads to Los Angeles were closed. I had been staying in Simi Valley for the trial and that's where I remained, gathering reaction and trying to find out if I would still have a home when I returned. A neighbor told me of standing on her terrace watching the city burn. But it did not reach our area.

Marooned in Simi Valley, I went out in search of jurors and found one who said she had prayed, wept and fasted during deliberations hoping to sway other panel members to reach at least one guilty verdict. That story was a sensation and cast the verdicts in a new light. But it was too late to make a difference.

Although he was not the defendant, the trial that lit the spark for the worst riots in Los Angeles history would always be known as the Rodney King trial. We reporters thought of it that way even though King never appeared at that trial and may have never even visited the town of Simi Valley where it was held.

He was an ever present figure on videotape, a beating victim whose repeated assault by police officers with batons, boots and a stun gun was shown so many times that it seemed like a recurring nightmare. Defense attorneys dissected it, frame by frame, trying to show that King had incited his own beating.

The case had been moved on a change of venue because of saturation publicity in Los Angeles. But Simi Valley was an odd choice, a police officers' bedroom community with a predominantly white population. There were no blacks on the jury. The brand new courthouse had no other cases under way, and it seemed as if the trial was being held in a cocoon away from the urban pressures that spawned the case.

In 1993, the U.S. Justice Department held another trial in Los Angeles in which the same officers were charged with civil rights violations. King testified in that trial, a handsome, hesitant but well-spoken and well-dressed man who described his beating and said he was taunted with racial epithets.

Verdict day was tense because of what had gone before. Mounted police surrounded the federal courthouse on a Saturday when the civic center was quiet. This time there were convictions and two officers went to prison. There was no violence.

By the time King's federal civil suit against the City of Los Angeles was tried in 1994, everyone seemed tired. I was one of the few reporters to cover all three trials and the courtroom no longer drew standing room only crowds. The jury ultimately awarded King $3.8 million in compensatory damages, far lower than his lawyer had expected, and they gave him no punitive damages.

Three years after King was beaten, the court cases finally were over. But the city would be dealing with the aftermath for decades.

If you haven?t looked at the cost of new computer or video games and gaming systems as a whole recently, you might be in for a shock. Today?s games and gaming systems can run from a meager $30 all the way to a whopping four hundred dollars or more. To a loving mother of a game obsessed teenager, the costs can be astronomical and nothing short of frightening. Fortunately the cost of buying quality computer or video games (including the systems that they run on) can be significantly reduced once you know what to do and where to look.

One alternative to funding a gaming pursuit with a second mortgage is to ?go old.? By ?going old,? we mean buying last month?s or year?s games and game systems. If you could admit the one truth that we all know, but never readily face, you could literally save hundreds of dollars in an instant. This truth is that unless you?re a millionaire, none of us can afford to buy the latest toy on the market. The ugly fact behind that truth is that within a relatively short amount of time (say, 60-90 days?), that latest toy will be replaced with a new and improved system, which consequently, grants access to what was wanted in the first place ? at half the price! So go old and have a little patience. Within about three to four months, you will have made a tremendous saving.

When it comes to computer gaming, you could also come out better by upgrading games rather then an entire computer. It can take anywhere from a year or more for a gaming company to release a new version and chances are, the upgrade doesn?t require new hardware ? it just requires a new payment. Remember, the gaming industry can?t really keep up with the computer industry either (no one can), so there?s no reason to panic or worry. Concentrate on keeping your game current rather than your system. Only in rare instances, such as if your computer is archaic to begin with, will you need to upgrade your hardware. Shop wisely and you can catch a new soundcard, joystick, or graphics card on sale. But if you have a high gigahertz processor and Direct X 9 installed, you?ll do fine for quite a while.

Here?s a whopper of an idea and one that probably won?t take as much of an effort to convince younglings to do as you might think. But to curb the costs of gaming, perhaps a group of families could pitch in and share the finances together. Depending on the number in a group, the cost of a new gaming system ? and 5 or 6 of the most popular games ? could diminish to 20% or more of their original costs.

And since gaming consoles are getting smaller and smaller, there?s no reason why a group of families couldn?t band together and trade gaming space within their homes every week or two. This way the kids in the neighborhood can enjoy one or two of the new systems on the market that they could never otherwise afford, and they can enjoy them without their parents having to shoulder the burden of funding them alone.

Seeing that kids generally play games together anyway, a group effort of this sort satisfies game cravings at a significantly reduced cost and it keeps everyone happy.

(AP) ? Two U.S. senators are asking Attorney General Eric Holder to investigate whether employers asking for Facebook passwords during job interviews are violating federal law, their offices announced Sunday.

Troubled by reports of the practice, Democratic Sens. Chuck Schumer of New York and Richard Blumenthal of Connecticut said they are calling on the Department of Justice and the U.S. Equal Employment Opportunity Commission to launch investigations. The senators are sending letters to the heads of the agencies.

The Associated Press reported last week that some private and public agencies around the country are asking job seekers for their social media credentials. The practice has alarmed privacy advocates, but the legality of it remains murky.

On Friday, Facebook warned employers not to ask job applicants for their passwords to the site so they can poke around on their profiles. The company threatened legal action against applications that violate its long-standing policy against sharing passwords.

A Facebook executive cautioned that if an employer discovers that a job applicant is a member of a protected group, the employer may be vulnerable to claims of discrimination if it doesn't hire that person.

Personal information such as gender, race, religion and age are often displayed on a Facebook profile ? all details that are protected by federal employment law.

"We don't think employers should be asking prospective employees to provide their passwords because we don't think it's the right thing to do. While we do not have any immediate plans to take legal action against any specific employers, we look forward to engaging with policy makers and other stakeholders, to help better safeguard the privacy of our users," Facebook said in a statement.

Not sharing passwords is a basic tenet of online conduct. Aside from the privacy concerns, Facebook considers the practice a security risk.

"In an age where more and more of our personal information ? and our private social interactions ? are online, it is vital that all individuals be allowed to determine for themselves what personal information they want to make public and protect personal information from their would-be employers. This is especially important during the job-seeking process, when all the power is on one side of the fence," Schumer said in a statement.

Specifically, the senators want to know if this practice violates the Stored Communications Act or the Computer Fraud and Abuse Act. Those two acts, respectively, prohibit intentional access to electronic information without authorization and intentional access to a computer without authorization to obtain information.

The senators also want to know whether two court cases relating to supervisors asking current employees for social media credentials could be applied to job applicants.

"I think it's going to take some years for courts to decide whether Americans in the digital age have the same privacy rights" as previous generations, American Civil Liberties Union attorney Catherine Crump said in a previous interview with the AP.

The senators also said they are drafting a bill to fill in any gaps that current laws don't cover.

Maryland and Illinois are considering bills that would bar public agencies for asking for this information.

In California, Democratic Sen. Leland Yee introduced a bill that would prohibit employers from asking current employees or job applicants for their social media user names or passwords. That state measure also would bar employers from requiring access to employees' and applicants' social media content, to prevent employers from requiring logins or printouts of that content for their review.

Freshwater fish and living conditions, are we doing too much? | Pets ...

Hello,
My question is with regards to fish and conditions of living. I have always been intrigued by the living conditions that pet shop provide to freshwater fish on sale. I?m not a resident of the United States. Pet shops in my country provide the minimum acceptable living conditions to their fish, no soaking of pellets before feeding, water changes only once a month and overstocked and dirty aquarium. Yet, I?ve observed that all the different varieties of fish even the supposedly more sensitive ones such as dicus which requires clean water stay in good health for a long time. I mean they look healthy, their fins are not clamped etc. We aquarists have always been taught that we should do regular weekly water changes and take many steps to keep our goldfish healthy and prevent diseases. In spite I try as far as I can to provide good living conditions for my goldfish, they always get sick. The fish I bought got sick, I tried to cure it but in vain. I don?t understand where the problem is, should I perform less water changes as the pet shop.

Are we exaggerating when we strive to provide optimum water conditions to our pet fish and thereby diminishing their resistance to pathogens.

What you perceive as optimal living conditions may not be in line with is actually needed..

No biggie, sometimes we tend to over care for our fish not realizing it? s hurting them?

If you give the fish the proper size home, use a filter, don;?t overstock the tank, under feed and do no more than 15-20% water changes weekly there is no chance of a fish dieing on on you.

as well you may want to change where you buy fish..

there fish could be very inbred and genetically flawed and doomed to die early?

that would not be your fault then would it??.

Japan readies N. Korea missile defense

A new satellite image of a North Korean launch pad reveals a new rail extension but little on-site activity ahead of a controversial rocket launch planned for April.

Tokyo (CNN) -- The Japanese defense minister said Friday that he had ordered the country's military to prepare a missile defense system ahead of a planned rocket launch by North Korea next month.

North Korea said last week that it is planning to carry out a rocket-powered satellite launch between April 12 and 16, alarming countries around the region.

South Korea has said it considers the satellite launch an attempt to develop a nuclear-armed missile, while the United States has warned the move would jeopardize a food-aid agreement reached with Pyongyang in early March.

Naoki Tanaka, the Japanese defense minister, said at a news conference Friday that he had requested that officials get ready for the deployment of anti-missile PAC3 and Eagis ships ahead of the launch.

The Japanese government is also considering deploying a PAC3 missile defense system in Okinawa. Tanaka said he would visit Okinawa soon in preparation for such a move.

Tanaka had said Monday that he would consider ordering the destruction of the projectile if it presented a risk to Japan.

North Korea says it has a right to a peaceful space program and has invited international space experts and journalists to witness the launch.

In a recent notice to the International Maritime Organization regarding the "launch of an earth observation satellite," the North Korean government provided notice of where the anticipated drop zones would be for the two-stage rocket.

The notice was signed by North Korea's director general of its maritime administration, Ko Nung Du, and advised the launch would take place between 7 a.m. and noon, local time, on one of the expected days.

The rocket's path will go over "the South Korean islands of Baegryeong-do, Daecheong-do and Socheong-do, and then across open water until it passes between Japan's Miyako and Ishigaki islands before heading further south," according to the North Korea Tech blog which first obtained the North Korea documents and has plotted the coordinates.

The expected drop zones of the two-stage rocket are off the western coast of South Korea and to the east of Luzon Island in the Philippines, according to the blog.

The African Development Bank (AfDB) has praised Foreign Minister, Augustine Kpehe Ngafuan, for a successful stewardship while serving as Finance Minister.

In a Ministry of Foreign Affairs? press release, AfDB?s President, Dr. Donald Kaberuka, sent a letter of congratulations expressing sincere appreciation for Ngafuan?s invaluable contribution to the consolidation of good relations between the Bank and Liberia during his (Ngafuan) tenure as Finance Minister. Liberia?s current Finance Minister, Amara Konneh, has been copied with the letter of congratulations, dated March 7, 2012, according to the release.

Dr. Kaberuka lauded the fruitful cooperation that exists between Liberia and the Bank and commended Ngafuan for his "contribution, constant goodwill and exemplary support" to the work of the Bank.

?

The AfDB President also congratulated Ngafuan for his elevation to the post of Minister of Foreign Affairs, wishing him success in his new portfolio. He then renewed the Bank?s commitment to further improve cooperation with Liberia.

?

Ngafuan, in his last capacity as Finance Minister, served as Liberia?s governor on the AfDB?s Board of Governors and chairman of AfDB Constituency comprising Liberia, Ghana, Gambia, Sudan and Sierra Leone. He was among African ministers who lobbied with donors for the successful replenishment of the African Development Fund (ADF-12).

The Foreign Ministry?s release recalled that Dr. Kaberuka addressed a letter of appreciation, dated 29, 2010, to Ngafuan as Finance Minister at the time, recognizing his (Ngafuan) contributions during meetings that helped the Bank to present case for selected areas of intervention under the ADF-12. The release quoted Dr. Kaberuka?s November 29, 2010 communication as saying to Ngafuan, "The timely and succinct intervention you made during these meetings helped the Bank present strong case for the selected and focused areas of intervention under the ADF-12."

He further informed Ngafuan that, with his assistance, the ADF deputies agreed on a replenishment level of US$9.5 billion for three years (2011-2013). According to the African Development Bank President, the figure amounted to a 10.6 percent increase in donor contributions over the ADF-11. During the tenure of former Finance Minister Ngafuan, the AfDB took a giant step in strengthening its relationship with Liberia by opening a Country Office in Monrovia.

A normal day for me back then would include 10 or 15 panic attacks. They were HUGE attacks too. And pretty much every minute of my day I was scared that my life would always be that way. That it would never get better. I lost count of how many times I saw my doctor. And seeing her wasnt an easy thing to do when just the thought of leaving the house was enough to make me throw up. In the end she put me on medication. First sedatives, which numbed me to the point where half the time I didnt know where I was. And not just one anti-depressant. Three of them. Because the first two caused such unbearable side-effects I couldnt stand them for more than a couple of days. I was on a cocktail of drugs for more than 9 months, and you know the crazy thing? My anxiety and panic were as bad as ever. And I was still having all the panic attacks. And I was still living in fear. Actually, things were worse. Now, as well as my anxiety problems, I also had to deal with the side-effects from the medications I was taking. The psychologist had me talking to empty chairs where my dead father was supposed to be sitting. Really helpful stuff. My sessions with her were pointless, and seeing her each week had become one of my biggest worries. And extra fears and worries were the last thing I needed. Id tried to help myself by reading books on anxiety too. I read dozens of them. Stuff on cognitive behavioural therapy, distraction techniques, relaxation, positive thinking. And even after everything, I still found myself curled up in a ball in the corner of my bedroom one night, having the longest, most awful, most scary panic attack of my life. My memory of that night will never leave me. From midnight until 7 the next morning Id had one long and unbearable and terrifying panic attack. I really thought I was losing my mind. Id locked myself in my bedroom because I was sure if any of my family got in they would have me put in a mental asylum. Anna Gristina, Soccer Mom Turned Manhattan Madam, Faces Prison Term


Now-infamous soccer-mom-turned-Manhattan-madam Anna Gristina has been charged with promoting prostitution and sent to NYC's notorious Rikers Island.

The 44-year-old was allegedly running the multi-million dollar sex ring out of an Upper West Side apartment and is currently being held on $2 million bail.

She may be making prison her home for awhile.

“My intention is to meet the DA with a view toward a disposition or resolving the matter ... if I think a plea is the appropriate thing,” her lawyer Gary Greenwald said.

A prison term would await after any guilty plea, if prosecutors have their way.

Prosecutor Charles Linehan, who's heading the investigation into Gristina's operation due to alleged evidence of potential police protection, said his office wants Gristina to go away for the maximum - at least 2 1/3 years prison, and as much as 7.

Insiders believe Gristina would cop silently.

"She pleads guilty, doesn't tell prosecutors a thing about how she ran her operation, goes up to [Bedford Hills Correctional Facility for Women in Westchester County] and gets out in a year or so on work release, with good behavior," said one strategist.

"It sounds like a plan, right? She'll be near her home and family, [in upstate Monroe County] she doesn't give up anybody, she doesn't make any enemies."

"That's how she's leaning right now."

Her silence would greatly hamper prosecutors, who are desperate for her cooperation against her alleged millionaire johns and high power alleged collaborators.

US govt sets new tariffs on China solar panels

(AP) ? The Commerce Department is imposing new import fees on solar panels made in China, finding that the Chinese government is improperly giving subsidies to manufacturers of the panels there.

The Commerce Department said Tuesday it has found on a preliminary basis that Chinese solar panel makers have received government subsidies of 2.9 percent to 4.73 percent. Therefore, the department said, tariffs in the same proportions will be charged on Chinese panels imported into the U.S., depending on which company makes them.

The tariff amounts are considered small, but the decision could ratchet up trade tensions between the U.S. and China. Several U.S. solar panel makers had asked the government to impose steep tariffs on Chinese imports. They are struggling against stiff competition from China as well as weakening demand in Europe and other key markets, just as President Barack Obama is working to promote renewable energy.

"Today's announcement affirms what U.S. manufacturers have long known: Chinese manufacturers have received unfair ... subsidies," Steve Ostrenga, CEO of Helios Solar Works in Milwaukee, said in a statement. The company is a member of a group called the Coalition for American Solar Manufacturing.

On the other side, some U.S. companies argue that low-priced Chinese imports have helped consumers and promote rapid growth of the industry.

The new tariffs are low, making the Commerce Department decision "a relatively positive outcome for the U.S. solar industry and its 100,000 employees," said Jigar Shah, president of the Coalition for Affordable Solar Energy. "However, tariffs large or small will hurt American jobs and prolong our world's reliance on fossil fuels. Fortunately, this decision will not significantly raise solar prices in the United States."

Members of CASE include California-based SunEdison, Recurrent Energy, SolarCity and Westinghouse Solar, as well as China-based Suntech Power Holdings Co.

Commerce said it was putting off until May 17 a decision on whether Chinese companies are dumping the solar panels on world markets, selling them below cost. Tariffs for dumping cases usually are much steeper than those intended to counteract subsidies.

Also, because the decision on subsidy-related tariffs is preliminary, the amount of those tariffs could eventually be changed.

"Today's decision by the Commerce Department is a signal that China's unfair trade practices in the solar energy industry may soon be remedied, giving American producers a more level playing field on which to compete," Sen. Ron Wyden, D-Ore., said following the announcement. "As the administration continues its investigation into exposing China's subsidies, and especially into the question of dumping, I anticipate that the tariff margins will significantly swell."

Oregon is the home base of SolarWorld Industries America Inc., the largest U.S. maker of silicon solar cells and panels, which has led the U.S. manufacturers' complaints. It is a subsidiary of Germany's SolarWorld AG.

Trade tensions with China are especially sensitive at a time when the U.S. and other Western economies want to boost technology exports to revive economic growth and reduce high unemployment.

The Commerce Department decision "puts the White House in a bind," said David Spooner, an international trade attorney at Squire Sanders in Washington who previously held positions at Commerce and the Office of the U.S. Trade Representative.

The administration wants domestic solar manufacturers to be protected from unfair foreign competition. But higher prices on foreign products designed to accomplish that also could hurt the goal of encouraging Americans to use solar energy, Spooner noted.

The U.S. and China are two of the world's biggest markets for solar, wind and other renewable energy technology. Both governments are promoting their own suppliers in hopes of generating higher-paid technology jobs.

China announced its own probe in November, saying it will investigate whether U.S. support for renewable energy companies improperly hurts foreign suppliers.

The U.S. manufacturers' complaints have been amplified by the controversy surrounding Solyndra Inc. ? a California-based solar panel maker that filed for bankruptcy protection after winning a $500 million federal loan from the Obama administration.

Solyndra's failure embarrassed the administration and prompted a lengthy review by congressional Republicans who are critical of Obama's green energy policies. Solyndra has cited Chinese competition as a key reason for its failure.

U.S. energy officials say China spent more than $30 billion last year to subsidize its solar industry. Obama said in November that China has "questionable competitive practices" in clean energy and that his administration has fought "these kinds of dumping activities." The administration will act to enforce trade laws where appropriate, Obama said.

Obama is visiting a big solar energy plant Wednesday in Boulder City, Nev., part of a four-state swing aimed at showcasing his administration's energy policies.
